Purpose:
The purpose of the Agreement is to obtain Project Management services for all ECECD initiatives related to, and funding by, the Preschool Development Grant (PDG). The contractor will be responsible for administrative and process activities associated with fulfilling the requirements of the grant. Current certified IT projects included in this scope are:
Early Childhood Information Data System Expansion (ECIDS-E)
Professional Development Information System (PDIS)
Goals. Establish a relationship, and focus group, with Procuring Agency stakeholders including program, management and IT staff and establish the scope of the specified projectsOversee grant execution activitiesDefine the project team and additional stakeholdersDocument all requirements of the ECIDS-E and PDIS projects as well as additional projects as assigned by the Procuring AgencyDocument the high-level schedule and Project Management Plan (PMP)Prepare planning and support documentation including but not limited to the PMP and Project Charter for Project Certification Committee (PCC) approval, where applicable, for the specified projectsPrepare required Federal reporting and audit responses related to PDG funding.
Objectives.Use input from stakeholders to define the scope of workUse input from stakeholders to document requirementsDocument project overview, organizational structure, scope, project deliverables, work breakdown structure, schedule, and document risks to produce the PMP for PCC Certification, where applicable, for the Planning and Implementation phases of the PCC processCompile documentation necessary for PCC CertificationsManage the Planning and Implementation phases of the projects, and successfully close the specified projects.
Performance Measures:The Contractor shall obtain a successful focus group outcome whereby quality requirements are documented and agreed to by Procuring Agency.The Contractor shall assist Procuring Agency in updating the Project Charter and Project Management Plan and obtain PCC approval, where applicable, for the produced documents. The Contractor shall manage the Planning and Implementation of the specified projects to include:Maintaining the project timeline,Providing monthly status reports, andExecuting the communication plan andDocumenting completion of in-scope requirementsThe Contractor shall provide federally required reports, audit responses and other documentation.

Project Management Services
1.0The Contractor shall document project artifacts related to project management to include but not limited to, Project Management Plan (PMP), Microsoft project schedule, Responsibility Matrix (RACI), Project Charter, Request for Proposals (RFPs) and Contracts as necessary, and Project Certification Committee (PCC) documents as required for PCC Project Certification.The Contractor will identify grant resources and clearly define roles.The Contractor shall manage and document timelines, and participants and develop a recruitment plan and communication forum.The Contractor shall facilitate focus groups, and the completion of the requirements for the projects.The Contractor shall work with project stakeholders and team members in weekly scheduled project meeting for the development of the deliverables.The Contractor shall manage and report on PDG budget and related grant and related project financials.The Contractor shall create, manage, and communicate the status of the project schedule to project stakeholders and the executive management of the Procuring Agency. Tasks on the schedule are estimated and include named resources.The Contractor shall draft and distribute a monthly status report, using an established status report template, for both the Procuring Agency and Department of Information Technology (DoIT) Certified Project Status Report, concerning Contractor’s activities and the status of deliverables for review and acceptance by the Procuring Agency.The Contractor shall provide all federally required reports and audit responses related to the projects.The Contractor shall work on-site at the Procuring Agency’s request.The Contractor shall submit an hourly time report monthly, listing Contractor activities, the status of deliverables and hours for the month for review and acceptance by the Procuring Agency.
Acceptance
The Project Manager will produce a weekly project management report. The reports will be reviewed and accepted by the Procuring Agency Secretary and Chief Information Officer.
